Humble Beginnings
Saint Tonis College, Inc. (STCI), originally known as Kalinga Christian Learning Center, proudly stands as an educational institution of the United Church of Christ in the Philippines (UCCP). Located in the heart of Bulanao Centro, Tabuk City, Kalinga, the college sits in the picturesque Cordillera region. Founded to partner with the UCCP in mission work, STCI has long dedicated itself to serving the indigenous communities, especially the YKalingas and other diverse tribes of the Cordillera.
The school’s journey began in 1968 as a barrio high school under the auspices of Tabuk Institute. Initially, only 43 students enrolled in extension classes, marking the institution’s humble start. Mr. Lauro E. Arizala, the first principal, laid the foundation for the school’s future growth. In 1974, the school separated from Tabuk Institute, establishing its own Board of Trustees. Mrs. Presentacion C. Bartolo, appointed as the new principal, played a pivotal role in the school’s expansion. Consequently, the institution was renamed Kalinga Christian Learning Center in 1981, as it continued to broaden its academic offerings.

In 2004, the school responded to the increasing demand for higher education by offering college courses in Nursing, Education, Information Technology, and Hotel and Restaurant Management. As a result, the institution was renamed Saint Tonis College, honoring the Saint Tonis Church in Rhineland, Germany, a long-time partner in its mission. This partnership continues to support various projects, including the development of an 8.8-hectare school farm in Callagdao, Tabuk City.
When Mrs. Bartolo retired in 2018, after nearly four decades of service, Bishop Elorde M. Sambat, an educator and pastor, succeeded her. Under his leadership, the college continued to thrive, maintaining high academic standards. In 2022, Bishop Sambat was re-elected and continues to guide the school’s progress until 2026. His leadership has contributed significantly to the institution’s continued success.
Today, STCI is the only institution in Kalinga offering a Bachelor of Science in Nursing. Its graduates have consistently excelled in board examinations, and the school also boasts an impressive pass rate for the Licensure Examinations for Teachers. This success highlights the college’s commitment to producing highly skilled, globally competitive graduates with strong character.

In addition to its academic offerings, STCI serves as a beacon of support for the local community. Over the years, the school has launched several community extension programs. These initiatives focus on health, sanitation, literacy, and community development, particularly in Sitio Catao, Lacnog, and Barangay Cudal in Tabuk City. Moreover, these programs have greatly benefited indigenous communities and former rebels, promoting growth and positive change.
The college’s mission is firmly rooted in its connection to the UCCP. It continues to build strong ties with local and national organizations. STCI collaborates with Kalinga State University (KSU), the University of the Philippines Los Baños (UPLB), and Philippine Christian University (PCU) to improve faculty development, research, and community outreach efforts.
Looking to the future, the institution’s vision is outlined in its Ten-Year Comprehensive Development Plan (2019-2029). This plan sets ambitious goals to expand curricular offerings, enhance facilities, and strengthen resource generation. Although challenges, such as tribal conflicts in the region, remain, Saint Tonis College remains dedicated to promoting a peaceful, inclusive, and vibrant educational community.
As a member of the UCCP Church-Related Educational Action Toward Empowerment (CREATE) schools, the Association of Christian Schools, Colleges, and Universities (ACSCU), and the Cordillera Schools Group (CSG), Saint Tonis College continues to play an active role in the development of the region and the nation. It remains focused on preparing students to meet the challenges of a rapidly changing world, equipping them with the skills and knowledge needed for success.
